This situation was clearly abnormal, but it was at least tolerable in the conditions of rigid centralization of all processes not only of state, but also of economic and social life in the country. However, in the context of the ever-expanding framework of openness and transparency in our country, and especially in the context of a decisive transition to market relations in the economy, any omission in addressing information security issues can result in large and unjustified losses. In this regard, the creation of such a system on a national scale is of fundamental importance, within the framework of which all issues of information protection in ASOD would be resolved with residual completeness and in the most rational way. The creation of such a system requires an appropriate scientific and methodological base. Analysis of the content of the problem and the experience of its solution give all the grounds for classifying it as very serious and difficult to solve. In this regard, it seems that the principles of the so-called system-conceptual approach, which have recently been developing as a fundamental methodology for solving large-scale and extraordinary problems, should be adopted as a scientific and methodological basis for solving information security problems. The foundations of the system-conceptual approach to solving complex problems are being developed within the framework of the so-called informal systems theory that has been emerging recently. With regard to the problems of information security in ASOD, the essence and content of the principles of the system-conceptual approach is set out in the next paragraph.
