Olga Samarina, Director of the Department of Demographic Policy and Social Protection of the Population of the Ministry of Labor, spoke in the last episode of the Utro Rossii TV show for a detailed acquaintance with the new initiative of the government of the country. According to the state official, the allowance will begin to be paid to those parents who had another baby in January 2013, and they have already applied for the appointment and payment of a subsidy. But there are very few such families. The law is not aimed at supporting existing large families, but at stimulating the birth of more than two children; the project has developed mechanisms that consider various cases in a personified manner. Olga Samarina gives an example according to which two children from a previous marriage can live with a father, and a child from a subsequent one can live with a father recently; according to the rules of the bill, the case cannot be considered a target one. Such parents are more likely to create a «double counting» — each of the parents can receive benefits for older children at the birth of younger children. The Director of the Department of Demographic Policy made a clarification on the appointment of a new type of benefit without prejudice to the existing ones. The family will not be deprived of other types of social support, benefits and financial payments provided to them as parents of large families.
